You don't need all those expensive cameras and lenses unless you are planning to go pro, you can use a normal camera or a cheap DSLR + a lensbaby and use photoshop to mimic the effects.

Google search >> Tilt-shift photography, Tilt-shift photography photoshop.

With photoshop, photos taken with phone, point and shoot, dslr etc can be used to mimic effect. With cheap DSLR like Nikon D40 and Lensbaby you can get very close to getting the effect straight out of the camera, and to get the full effect from the camera good camera and PC or TS lens is needed.

Cheapest option is photoshop, but you may be spending some time doing post processing after you've taken the pictures. Quickest option is to invest in the camera and lens (PC=perspective control, TS= tilt-shift) but this is also the most expensive way.

A good point and shoot camera like the canon brand using the CHDK firmware enhancement can be used to make timelapse photos which you can then edit in PS to make a timelapse video with the effect.
