I've seen a lot of live videos of Miley but she usually does not sing all the notes perfectly. She is simply not the best singer, although she is very well-Miley does a good job in syncing lips.

However, I think that she has not sung live. Live her voice sounds a lot weaker. It may also be that she has sung live there but they have it later transferred to television with a ribbon. That's my opinion.
