Wacom is somewhat notorious for having shitty x64 drivers, but with my tablet I've been having completely different issues. For one whenever it's plugged in it always randomly pulls up the window switching menu as if I'm hitting alt+tab and when drawing at any speed it occasionally lags along and makes weird polygonal shapes. Fairly sure that wouldn't be related, though.
it's not the problem of the tablet. the problem is with you, but dont take that as an insult, it happens with everyone! when you draw quickly, you hand has less of a chance to get shaky, so things tend to look smoother. when you're slowly drawing, your hand is gripping the pen harder, it's probably shaking a bit, because you;re so focused on making that perfect line. this is a problem for me too, but if you work at a high dpi and size down, the problem becomes unnoticeable.

Did you try clicking the brush tool, going to the properties tab, and making sure the Smoothing value is at 50 or higher?
I had a friend who experienced this problem with Flash, but if it's in Photoshop as well then I wouldn't know how to fix it.

It's going all jagged is because it's moving horizontally and vertically individually instead of at once. That's all I know, though.

Could you give us your PC specs?
Ram, cpu, operating system etc..
Btw, I dual boot Windows7 and LinuxMint. And this happens to me in Windows but not in Linux.
So if you don't want to upgrade your memory and spend money on stuff, maybe that's where you should start.
Other things you could do is, see if there are other processes running that eats a lot of ram.
If your PC gets over heated, and your fans are getting annoying. Buy a USB cooler pad with fans, and a USB pc vacuum cleaner. that'll do it

zoom in with smoothing set to 32 on brush settings before drawing, drawing with the brush when zoomed out always causes those jagged lines
