Yes you are correct - the 94 benetton was marginally the best car and the 95 benetton was by far the best car in the field.
No coincidence - these Benettons were also developed by Rory Byrne and Ross Brawn who were later responsible for reviving Ferrari - wherever they went Schui followed like Mary's little lamb - unable to win in anything but the best car with number 2 team-mates.
