I live in SoCal & honestly A LOT of us (girls) talk exactly like that. Maybe not as overexaggerated as most people do it but yeah, we do talk like that. The "surfer dude" accent isn't very common, though. Most of us either have a Valley Accent, Urban Accent, or Hollywood Accent.

Lol, you know I think we are guilty of this, at least sometimes. I guess the SoCal accent is more "relaxed", yes that's what I call it instead of lazy, lol. But it's mostly the standard mainstream American accent.
