its ok but bears walk on all fours and stand on two when they feel a threat or are eating berrys from a tree. they cant walk on 2 legs that long.

This is a costume designed for an actor to interact with the public, so being on hind legs is the best choice for that. A quadruped costume is a "different animal" and is much more strenuous to wear, and more expensive and complicated to build.
