I guess you are from the United States. This Dishwasher is for European market. It has been made in Germany (Former Bauknecht factory in Neukirchen) and yes it extends the time needed for washing the dishes up to 3:15h.
This seems like a new thing. Our 2005 model Quiet Partner III Whirlpool dishwasher didn't have alternate spray arm wash feature. It used to be that only Frigidaires washed this way. Apparently it saves energy and gives a better high pressure wash to each level. But this would increase the time needed to wash the dishes, I would think. In this video it looks like the bottom spray arm doesn't reach the corners well.
My Miele dishwasher is so much quieter than this Whirlpool, it's almost silent when running, this is why I love German engineering. :)

When did Whirlpool come out with alternating was. I thought that was a Frigidaire thing.

I can't remember but it's at least ten years ago.
Now they have three ways alternating wash. Lower sprayarm, upper sprayarm and so called power zone from behind.
