Helmets are designed to protect the head against cuts and non life-threatening concussions in solo falls. They have little or no effect when a cyclist is hit by a motor vehicle.

If you use a bike helmet (just like the one on this video) there's a higher chance of you ending up paralyzed/dead. The increase in height, presence of long air slits and the high friction material will decrease the amount of leverage required to snap your neck and tear your spine.
Not really. I don't remember helmets being commonplace until the law where I live started requiring them. The communication gap is expected and there is no real sense of insult; there are many who don't remember a time when helmets weren't used at all.
Oh, and I'm a witness, btw. I'm guessing they wear them there because the foreign missionaries carry that habit of helmet wearing to Japan.
Dunno about this vid - I think you're losing focus. Is it about the weirdness of Japan and (in this video at least) the fact that no biker uses a helmet or is the vid about you surprising people with English and then not understanding? I'd rather you cover the quirky bits of Japan without resorting to miscommunication gags.

確かに日本は自転車多いけど、自転車専用の道が無いのは道路が狭いからだと思うけどなあ。そもそも国土が狭いししょうがないと思う。今更自転車専用の道を作れば自動車の渋滞のもとになるし、最悪店の立ち退きとかも起きそう。ヘルメットの義務化はぶっちゃけヘルメットがあった方がふらふらして転びそうな気がする。

車は居住者や救急車両しか進入できないようになってる法律で

日本もスポーツ自転車が普及すればヘルメットも自然に普及してくるだろうけども・・・
それ以前に道路環境が酷すぎる。自動車のことしか考えていない道路が多すぎる。
エコとか環境とか叫んで京都議定書を作るぐらいなら、自転車で世界一周が安全快適にできるような環境を作れといいたい。
日本の自転車に対する意識の低さは、ほんと恥さらしもいいとこだよ。

In Japan, almost all people put on helmet during riding a bicyle. Of cource, to ride a motorbike, helmet is nessesary.
I think people usually run walker's road and can't run on a high-speed. So it isn't dangeous. Only people who often run near cars use helmets.
I never have an idea that riding a bicyle needs a helmet!
