NO! Cloud and Tifa grew up in Nibelheim together. Later on he joined SOLDIER, and met zack. Sephiroth was with SOLDIER, he figured out that he was experimented on by hojo, he got angry and burned Nibelheim.....

Honestly? Cuz... he's kinda a drama queen... There was nothing he could do for her, but he was in love with her so he took the blame for her death (in his own head, at least).
