I know this is just speculation but I'm pretty sure I've found the reason why they didn't have a singing voice for Koiyuki; they couldn't find a singing which met all the requirements. Think about it. BECK's songs are in English so they would need someone to sing good English. The singer would also need to have a voice matching Koiyuki's age. It also couldn't be a famous singer. Otherwise the voice might not be associated with Koiyuki.
