I guess, when you touch her hat, you stroke her head. If you touch her right ear, this does the same. Peru appears as a shopkeeper randomly, or that's what I have guessed so far -I can't see a pattern there. Therefore, I advise you to play A LOT if you wanna see her sometime.
About the heart gauge, I'm still trying to solve the mystery, but look what happens when you tease Pucchi tgoo much: watch?v=jkjxvVGee8w

Thx for the help. While I wait for your reply, I saw her 3 times :D. about the heart gauge, I solved the mystery. When the gauge is full, and you press the bottom right sign, you gain game tips from the shopkeeper. If the gauge is not full, you gain useless things. ("my sister? she... she isn't here now..." or things like this) and I guess the bottom right sign is the toilet XD
