This is at the State Fair at Cal Expo in Sacramento, CA. It's held every summer.

The ride is called the Spin Out, and it is manufactured by Tivoli under license from KMG of the Netherlands. Funtastic Shows out West calls their's El Niño, Power's Great American Midways in the East calls their's The Claw, every other show that owns one calls it The Spinout. Very popular ride. The one is this video is owned by Bishop Amusements, and they book with Ray Cammack Shows most of the season.

Did Bishop sell theirs because at the 07' and 08' San Diego County Fairs the Spin Out was provided by Shamrock Shows and for the 08' Fair, Bishop brought a new ride called Sky Flyer. Pray they don't sell Tango and Evolution.
