No. There are different love interests depending on the gender of your Shepard. Male Shepard can romance Miranda, Jack or Tali for a scene. Female Shepard can romance Garrus, Jacob or Thane for a scene. The only character available to both genders is Kelly but there is no love scene. If you import Liara from the first game, she is also a potential love interest, but again, there is only implications of sex.
