Is taking a shortcut using features built-in to the game cheating? If so, that would make all shortcuts, including ones intentionally put in the level, cheating. Hell, hugging the inside of a corner could be considered a shortcut, so is THAT cheating?

Besides, the fact that Sega didn't expect anyone to pause to see them is a bit speculative. For the Wii and PS2 versions, events like these appear one button at a time on-screen and disappear when the game is paused. Why would they have done something like this for a "stripped-down" version, but not for a "more advanced" version?
You said that Sonic Team wouldn't actually have to review Dimps's levels before putting them in the game. This means that Dimps could make an impossible-to-complete level and have it pass right by Sonic Team.

If you mean the trick to skip a lap on Spagonia's day act 2, no. That is fixed when the game is patched, not from downloading DLC. Removing the patch allows the trick to work again, though you can't play DLC until you re-patch it.
Day acts 1-2 and 2-2 are very difficult, day acts 4 and 5 aren't too difficult after the first play, and the night acts 1-2 and 3 are pretty easy. Overall, it's worth a buy if you enjoy the game.
I did that thing at 0:43 because I think it saves time (then again, looking back at it, it seems it might be slightly slower).
Wow, never thought of pausing to view those quick-event things. :P

It sounds like, since you downloaded the pack with your online account (without any existing data), you can't use it with your offline account.
I'm doing a quick playthrough with another gamertag to see if that's the case.

I've heard that and experienced it. It also fixes a glitch involving the game freezing when Chip's happiness exceeds a certain amount.

Where are you getting this from? Downloading the DLC only adds levels to the game. It doesn't block anything.
