This video is just plain wrong. It does nothing to explain a legal guardian position. Whether ones feet are "set" has NOTHING to do with block/charge. If he is in the paint also has nothing to do with it.
This video is clearly put together by a group of coaches who haven't been properly educated on the rules.
Whether the feet are set or whether they are inside/outside the lane have absoltuely NOTHING to do with whether it's a block or charge. Whether he lowers his shoulder or not is immaterial.
A player establishes position with his feet on the floor facing the opponent. After that, it makes no difference whether his feet are set or not. He can move laterally. As long as he gets to the spot first, before the shooter leaves the floor, charging.

I laughed out loud when I listen how wrong this video is. It's like the paint is some sort of huge semi-circle like the NBE has. LOL
