At :25, it is pretty clear that some sort of cart or other wheeled transport was lowered down into and raised out of the cistern. It was apparently part of the design of the stairs. So what was that? An early wheel chair ramp for the purity bath? Or was this a production facility? Was something produced in the cistern and wheeled out of it - like clay, or salt? Was it a salt evaporation cistern?

@resumevidlance no, the partitions were likely a separation for those entering "clean" and exiting "unclean," as some of the mishnah suggests.
