every time i watch the 2009 iaaf 200m finals 19.19s if u pause the video at the exact moment usain crosses the line it says 18.9s??? wierd huh

It's not the official time you see on the iaaf video, that's all. He does cross the line in 19.20 corrected at 19.19 because of the negative wind.

That's almost correct. Times do not get corrected because of wind speed. The time of 19.20 was measured with a laser and the time of 19.19 is the correct time read from the photograph made ant the finish line.

Its the timer by the tv, not the electronic timer in the stadium itself. So it would show different times.
