Tom Nook is a high doubt to ever appear in any SSB game, mainly because hes not nessisarly for fighting in a battle.. Then again, I don't play Animal Crossing. Paper Mario, I can agree with that one, so long as he doesn't end up a Mario clone (Which, he probably wouldn't). Pac-Man is third party, plus the fact Pac-Man really isn't exactly someone I'd agree with.. His Final Smash sounds way too BS'ish to ever happen. I can see him eating people, but I doubt they'd transform or be 1-hit K.O.'d.

For his stage it should literally be his Stage, the one he fought battles on in the first two games, and occasionally the audience could throw objects at the characters which could either help or harm them. Like items and such for helping, but just random objects which aren't usable items when trying to harm them.

I also want Dimentio as a playable character!!!!!

As you'll notice alot of the Pixl abilities are somewhat similar to other character's or items abilities. I'm sure this'll make you think the Pixls make Paper Mario too powerful, but you must remember that being made of paper he'd be alot weaker and easier to damage, so it all balances out.

Cudge: Well, Cudge would do the same thing as Hammer, so either keep Cudge and use Side B as something else, or remove Cudge

Dottie: Shrink, making it somewhat easier to evade enemies

Piccolo: Play a short tune causing enemies to fall asleep for a time based on how much damage they have

Dashell: Either hold B to run very fast or press B for a quick dash

As you can see I didn't include Carrie or Tippie, as I can't think of any good moves for them.

I feel I should elaborate upon the Pixls.

Thoreau: Pick up enemies, allowing for throw. Can be used as tether

Boomer: Throw timed bomb, instantly detonate by pressing B again

Slim: Flip into 1D becoming invunerable for a few seconds

Thudley: Jump up and butt slam down

Barry: Energy barrier deflects attacks or causes damage

Fleep: Guide to enemies, when on them press B to flip causing slight damage and momentary stun

(Btw, thinking about it Neutral B should be Pixl and Side B Hammer)

I would love all of these (although Tom Nook does seem a bit of an odd choice for a playable fighter, but a COOL one nonetheless!) but ESPECIALLY Paper Mario!!! I'm absolutely DYING to have him in a SSB game as a playable character. As for his moves, I feel a little differently:

Neutral B: Hammer (ofcourse)

Up B: Paper Plane (allows flying for a few seconds)

Down B: Change Pixl

Side B: Use Pixl

Final Smash: Supernova

All of his partners from the first 2 games should be assist trophies.

Side B: Pac Man > Cart Wario > Bike

Neutral B: Pac Man > Bite Wario > Bite

Down B: Pac Man > Butt Pound Yoshi/Bowser > Ground Pound

Up B: Pac Man > Dot Rope Zero S. Samus > Plasma Wire

And his normal Attacks? He Punchs? Kicks? Have Projectiles?

I loved all but... some changes, Tom nook should be AC character instead, the costumes could change boy or girl even! with different costumes actually in the game, Tom Nook could always be an assist trophy, throws fruit at the stage that heal people, could be useful, you would be able to charge Paper Mario's hammer, and that before Pac Man turns into classic for FS he should eat a power pellet.

P.S. one of Pac Man's taunts shouldn't be crossing arms, rather eating fruit :D

Well, I agree with everything except for pac man's final smash idea. That would make the fight too easy. I think the stage should turn in to pac man's maze and the ghosts attack the enemies and latch on to them like the metroid assist trophy. Only difference is that the ghosts home on to the enemies. i think pac man wasnt in because he is not very reconized for nitendo games he is mostly reconized as playstation which i say sucks balls because its obvious that he is mostly part of nintendo.

Actually Tom nook probably was considered, I think there is some evidence that we know Sakurai at least had him Suggeted to him. So he was, at some point, considered. There is no evidence that I have seen for either Pac-Man or Paper Mario. However it's probably unlikely Pac-Man was considered. Sakurai seems to only add third parties who are either VERY MUCH in demand (Sonic) or asked to be added by developer (Snake)

Maybe instead of Nook, the male and female human characters would have been better choices...they would likely be more versatile and less worried about using the tools-he probably wouldn't want to lose the bells he had to pay in order to acquire them-even better would be Mr. Resetti, because his Final Smash would probably be awesome and we would finally see his feet, in all likelihood.
