Pacquiao has agreed to every requirement, including a blood test immediately after the fight, except he doesn't want to give blood within 2 weeks of the fight (an offer that Mayweather's camp once put on the table, but now won't accept). Then consider that Mayweather has been using xylocaine to support his performance since 2002.
Anyway, at this point the bigger obstacle to them fighting is all of the Mayweather camp's legal problems. Both Jr and his uncle could be facing serious jail time.
