some of those guys literally stood in front of cars until they stopped. what if they do that to you and you don't want to stop? Do you honk your horn and tell them to move over? what if they give you an attitude or become belligerent? :)

@Pbqq Costa Ricans don't really get belligerent,,,you just go around them. They might make a 'face' but that's about it.

absolutely, we encountered this. use common sense and if someone does not look official, then likely they're not and just want a quick buck from unsuspecting tourists. good tip!!
