@Xenoku Because they had a major fire at the McKee refinery in '07, boasted the VPP program and cut it off in the fall 0f '08 when the economy was falling. Profit before safety. Many safety issues were never resolved, yet the VPP banner remained out front. I personally know of many death traps that remain in that facility.
@Dionysius63 VLO management deferred refinery maintenance this Spring, so that the plant could capture good margins and apply a month of financially disasterous crack-spread hedges against the physical thru-put.
