It totally an innate response for the mother to clean the babies, the physical stimulation received by the babies encourages their respiratory system to start and when they cry (or wimper in this case!) it indicates that they're breathing independantly. It also shows whether the mother has accepted or rejected her pups if she does or doesn't clean them i think...?
