They are GLOW IN THE DARK MATERIAL. not glowsticks and they don't need a blacklight. I actually had these when I was a kid. Why even comment if you don't know what you are talking about.
These were made when glow sticks weren't common. Some of them were the snap and shake to make them glow, others had to sit under lamps for a while and then glowed in the dark.
I lived in the 80's, and never once ran into somebody who actually referred to something as "tubular". It's one of those terms that people ALWAYS use when they want to sound like the 80's, but outside of MAYBE Malibu, nobody ever said it.

@limegl0wstix glow sticks are a million times better, as they don't need a black light to work, as these stupid things did. so be glad you can't get them anymore. These things were nothing but neon coloured plastic, and more than likely, hugely overpriced.

@ruqsaq - yup and they were soft and you could bend them into anything. I was crazy for neon and loved this toy (especially since it glowed in COLORS).

I remember this toy as being offered as a cereal toy, maybe in mid-1986. The song in the commercial went "Shine on! Leon Neon! Shine on! In the dark!"
