It's a problem with the refresh rate on the TV and the framerate the camera is recording at synching up somehow that makes it look all funny like that.

its just the camera on the tv... its not HD if you cant tell, its more of an LD, so my camera doesnt record it well

That is the refresh rate of the tv...you will see that on any CRT(tube type display) if you try to photo graph it or video tape it. The same would happen if looking at a computer screen. A computer screen refreshes much faster so the line will be moving faster.
