lights are on as they are clearly moving significantly slower the the rest of the traffic. its law in most places to have your hazards or signage to draw attention to the fact you are moving below designated speeds.

erm i dont anything really, federal seem to use red and blue, where police from different departments seem to use primarily red and blue, some just blue some just red, and then some use white with other colours like new york with red and white. some also use red, white and blue. hope that helps

people are forgeting that blue means police, thats why in hawaii the all the police vehicles have blue lights down there, and red is for emergency vehicles, and federal vehicles can use watsver colour they want cus they work for the goverment, but some police departments choose to just use red and white for some reason like the NYPD

Red and White is the colour of the Police, Fire and EMS in the NYC-district. Only Federal vehicles are allowed to wear blue lights.
