Let's say they shot him with pistol rounds, 9mm/40cal/45, either one....the bullet would have to go through the windshield, into a house wall, through any wires and more wood and plaster etc....they are DESIGNED to be used for urban situations, they will not effectively go through walls in the slightest.

These rounds can tumble (flip around indefinitely instead of normal rotations) at 80+ yards, which heavily decreases any penetration they would even do at that distance.

I wouldn't be as worried about a stray bullet as I would a psycho, that rides around shooting at police officers, driving through my neighborhood. Thank God for the rain.

He stops and try's to flee, the attempt to disable his transport or cordon him in. He brakes cordon, they put a bird on him, stack forces, follow at a safe distance and wait him out. Less danger to public. Chess not checkers. PS I know a little about killing, the burdens that come after- its better to preserve than take life
