One who is mahram is one you can't marry in any circumstance, such as mom, dad, siblings, grandparents, children, etc. Non mahram is one who you would be able to marry if you weren't already married. So the woman can shake a mahram man's hand(brother, uncle, dad, blah blah blah), but one who is NOT mahram...no.
