I think they started this whole "encounter the previous games champion" thing in Heartgold. first. you go after BLue. then, you take on Red/Green. and then finally, if you go to those ruins where you first encountered Sudowoodo (ecuxe me if I spelt it wrong), you will find Steven in there. Im pretty sure that was Steven...he had all the pokemon in the beginning picture.
