not zbrush, you either need a program that does hair simulations like Maya, 3ds max or softbodies dynamics, alot of program have tools that will achieve the hair flowing results, you can try blender 3d, it's free but it's a bit complicated to learn for a beginner. good luck
Zbrush typically turns into a texture for a complex 3d model in 3ds Max or Maya. Those programs you use to animate. Hair is very very difficult and typically requires a bit of scripting to get the effect you want.
you so selfish.... instead to teach us a little bit how to do that, you just show up how wonderful you can do it... it is like you yell: "hey, look at me: I know to do nice hair and you dont... lol"....

but animating that haikr on that model would be imposible....
Usaly they use hair plug ins in 3D programs that simulate real hair
Like cinema 4D it has a hair plug in

its a base mesh i made with zspheres but it could just as easily be made in Maya.
