The "FM Synthesizer" mode was designed for playback on OPL3 devices such as the Sound Blaster 16, Crystal CS423x, ESS Audiodrive, and other mid 90s sound cards. Playing it back on the Microsoft synth makes it sound weird because the MIDI was "optimized" to get the best sound possible out of the stock Windows FM patches.
The "General MIDI" mode was meant for PCM synthesis devices, although the MIDI was originally created on a Roland SC-88.
