I think Judai was the first to develop the romantic side of the bond, because it was him who "checked Johan out" in Episode 106. I think his feelings became apparent around Episode 114, and Johan developed feelings soon after.
I don't think that Judai currently likes Johan anymore. He suddenly changed in episode 155, after learning of his past life. He retrieved his memory of that promise he made to Yubel in episode 155. As for Johan, he was still into Judai in the fourth season, he went out of his way to assist Judai. If he was only a friend, he would have tried to do it alone. But he sought out Judai.
Johan realized it was over when he was with Judai around Episode 173. Judai was preoccupied with saving the island, and the surrounding world, and barely noticing Johan. Compare this to the Third Season, when Judai was willing to sacrifice all his other friends to save Johan. Judai's now half Judai Yuki, half Haou Judai, and Haou has no romantic feelings towards Johan. Instead its Yubel. But I still like Spiritshipping most, and i'm still a fan. Its Johan and Judai. But Judai's not the same now.
