I can tell you are 100% anglophone y'all always get those LE, LA, L' mixed up, the rule behind its use is fairly simple. But its totally endearing when an anglosaxon says "Le France" .

Thus: "la Bulgarie", "la France" etc. However, I wouldn't call the rule simple if you mean all the articles. I mean, for anglophones, it's really hard to understand and to remember why it's "le chat" and not "la chat" and so on.
