He is *believed* to be, yes. There is no way to prove this. To use God or the Word of God as the ultimate justification for one's actions or as the base of one's morality, one would need absolute *proof* that they exist or that they are true. By definition, there can be no such proof. All religions are based on faith, no proof. This is not necessarily a bad thing, but it is no sufficient base for an absolute system of morals.
