I don't think you understand this mans question. He is talking about Joe not Amaterasu, at 1:20 Joe's hyper involves "twirling peoples crotches and making them slow" according to him.

The question was, why it makes them slow and it had nothing to do with Amaterasu's hyper that involves using the mist at 2:22.

So if he played OKAMI he wouldn't find out anything beneficial.
