kangaroo is supposed to be a metaphor for people who don't like change at all. I think maybe she was based on the teachers who didn't want Dr. Seuss' The Cat in The Hat in their school libraries. To Kangaroo, Horton is a threat to the already peaceful lifestyle she's accustomed to and, to her, he poses as a threat to that lifestyle.

She is afraid that once the other denizens of the jungle of Nool start beleiving that there is life on the speck, that they will come to her with questions she will not be able to answer.
