Technically it's part of Trionfi, a musical triptych, but I think the part everyone loves is actually the movement "O Fortuna" that opens and closes the piece. First of all, it's QUOTATIONS.

Second of all, when you try to correct someone, you better make sure you know what you are talking about. Normally the punctuation goes inside the quotations if the quote includes the punctuation. In this case, it wasn't. He turned the guy's quote into a question, hence having the question mark on the outside. It wasn't part of the original quote.
