Jello was so cool....If you notice, none of these old architects of punk ever really dressed the way movies depicting that era have everybody dressing. None of them did: Jello, the Ramones, John Lydon, Patti Smith, etc. They never looked even remotely like the stereotype you see of punk when it's depicted in film.
I guess maybe some crazy fans did the whole huge liberty spikes- baby pin through the cheek bit, but none of the people who actually mattered.

But, yes, back then in Queensland it was pretty strict. The Melbourne Band Birthday Party also had trouble with the law when they toured Brisbane back in the early 80s. The cops would go to their (birthday party) shows and arrest any "punk" looking people.
