American attempts to establish negotiations with Iran have failed. If Russia supports Iran and develops a Nuclear Cooperation Agreement with Iran, it draws Russia in as a close ally to Iran. When Putin takes power in 2012, it puts in place a strong friendly go-between for the US and Iran. This is basic political manuevering.
