Looks to me like his legs are belt driven rather than the servos directly driving the knees, similar to the system in Asimo. Of course, the shell could be hiding anything, but I'd guess that's the reason for the slow pace in favor of better control and strength? Actually we have already developed robots that can run at around 10km/h, and we have smaller experimental robots that can lift themselves from a flat position, the main flaw in robotics at the moment is purley processing power.

As long as robots can only execute very strict and AI is not much more advanced, there will be no demand for robots that can run, move fast, climb stairs and easily walk around within open areas if there is no reason.
