@VisualCafe13 i just use my fingers. the consistency isn't exactly like water. it's just a little bit thicker than water. so u can use a cotton pad but i find using my fingers is easier for me. seems like ppl use cotton pads to ensure all the makeup is washed off by looking at the pad afterwards to see if it's dirty, but i wash my face with a cloth so i don't need that extra step to check. and yes~ it's a toner. :)
@foreverfaeriejoy so traditionally you would apply just underneath the eyes and extended it out to where crows feet forms because your lids have natural oils on them (which is why ppl use eye primer to avoid creasing, so you wouldn't want to add more oil/moisture on top if you have oily lids). i don't really have oily lids so i bring it up and over my lids as well. use ur ring fingers, rub product together between ur fingers to wam it up a bit then apply by patting, not rubbing, until absorbed.
