Because Diana is American. Kylie holds dual nationality for Australia and Britain. Also Australia is part of the Commonwealth, which the Queen is the head of state. So she is allowed to recieve the award, Diana being American can not.

pah....she hasnt toured in years...16,000 seats is nothing, kylie sells that in a heartbeat (7 nights at the 02 = 140,000 plus machester, glasgow etc etc) im not slagging diana ross, she has had a great career, but OBE's for singers should be reserved for the absolutely loved ones in the uk. ie not diana ross. im sure she has a hollywood star or whatever, so be happy with that. Kylie will NEVER have that :)

Less than manchester men, the 02, Birmingham Nec and Glasgow SECC. all venues kylie has sold out multiple times on her current tour, despite only touring 2 years ago. Diana sells out 1 gig (you say, but strangely, you can still buy tickets...) despite not touring in years.....hmmmm
