Did you see the wind at the end of the clip? The ship had windage way beyond what the tugs could cope with, and there were most likely more pulling on the other side we can't see. The ship was clearly out of control.

Witnesses stunned by only (two) Tugs.. 1 - 1400 hp 2- 2400 hp. This goes against regulations at Romanian Ports for vessels this size. I could go on...

The ship's pilot should have stopped moving forward when he realized the tug was going to get stuck. Instead he just kept going.

The tugs should have been positioned on the other side of the ship, clear of the docks. Obviously the wind was pushing the ship into the dock, so a couple of ropes over the other side would have worked.

The "in Soviet Russia" jokes are usually prompted by something that indicates that a subject or a place involved in the event, is somehow related to Russia. The only thing in this clip that could possibly indicate such relevance is a red flag with a star on it... however only really dumb person could make such mistake.
