Actually, it starts off with the first scenario of Outbreak 1, then it is the first part of Resident Evil 3 up until Jill is infected, then it is RE2, then it is the end of RE3. The other Outbreak scenarios happen at different times, mostly at the same time as something else is happening.

Anyway, You're right. The only expolanation is that it is nao Leon's and Clair's car...

About the pause, the problem is in status screen. you can't stop the game to for example change weapon or cure yourself. its anoing but you wanted outbreak - you got it!!! no pain no game! but id rather stpo the game douring tha status screen.

If you play as Kevin in this scenario and goto the main office and pick up Leon's resume and press the ad-lib buttonn he'll say "The New guy" or "He seemed pretty cool" and the one I always get is "Don't suppose he'll be starting now". Yes it is Leon and Claire. It's there cameo of them driving to the station.
Isn't Marvin the police officer who gives Leon the keycard for unlocking the police station's side doors in the start of the game who turns into a zombie later?
Yes he is and at the end of this video you can see how he alredy hurt and dying enter to the room you find it in the first place when you play as Leon in Resident Evil 2
Why is everyone asking whether or not it's Leon and Claire in the police cruiser? Haven't you people played Outbreak File #1, which clearly shows the police are still operating? Just because the station fell, doesn't mean there weren't still cops out fighting the zombies and such.

hey i know you might be a little annoyed about Capcom inserting the van into outbreak and not RE2, but we didn't actually see all of the journey in RE2, after the police car first sets off the screen goes black, then comes back later whilst they are driving.
by the way if you see the RE3 intro movie and stop the video in 21 seconds you'll see a police car that says "102" in the roof. that's the same car that will use leon and claire in RE2 movie intro check it out.
Honestly, just because the capcom official guide said that the police car had Leon and Claire inside, I just think it's dumb. In the intro in part 2, capcom didn't insert the police van, but in Outbreak 2, they did.
It just doesn't make sense and it's stupid how capcom tries to introduce new things to make things tie in with past titles.

if you look well in the video you can see in the hood of the police car that supposed to be leon and claire says police and the intro movie of RE2 the hood is clear.
if RE 3 is 24 hours prior than RE2 why jill see marvin inconscious first than leon and in this video we see leon approaching to the police station with claire and marvin have just been wounded
I hate the fat cop that drives the van. He pisses me off! Like in the first Out break, he lets his fellow cops get eaten. And in this one he pusses out and books it!
What was he supposed to do? They were covered with so many zombies there was absolutely nothing he could have done to help them. As for what he does here, well, yeah, he did wimp out, but Marvin wanted them to leave without him anyway.
It can't be Leon and Claire passing them. I'll stay true to what the intro scene RE2 had. Just because Outbreak File 2 featured what is supposed to be Leon and Claire driving passed them doesn't make me believe it's them to begin with. Maybe those were zombie cops driving haplessly?

If RE3 came a day before RE2, how come that Marvin guy was dead in RE3? He should still be alive since he was alive in RE2

They should have named the guy Will Smith instead of Marvin. I'm pretty sure everyone who's played Resident Evil 2 made a comment that he looked like him.

Watch Resident evil 2 intro Carefully, When Leon and Clair were in the Car they didnt pass any one. Its probably that Fat idiot cop who shoot down the halicopter

Oh i see well i read it a lot of thing here, well i played RE2 it was my first RE yay, well in that time Leon was trying to get the RPD he was like so sure there will be help, maybe a lot of help i remember he says they will be "SAFE" in there, so maybe they don't realise the entire city was full of zombies, so maybe that's why they didn't follow the police van, by the way they should make a Remake for Resident Evil 2 and 3 Nemesis wow it sure would be great

I dont know what the hell gave you that idea if you played RE2 Leon made it to the cop station when only marvin was left he never met kevin and when you read Leon's file with kevin, kevin will comment about Leon being the new guy so he doesn't even know him either

hey i know you might be a little annoyed about Capcom inserting the van into outbreak and not RE2, but we didn't actually see all of the journey in RE2, after the police car first sets off the screen goes black, then comes back later whilst they are driving.

I just find it weird because I'm just used to seeing it the way it WAS in Resident Evil 2.
Maybe while they were driving in Resident Evil 2, the part that we didn't see when it faded out, then maybe that's when they ran into the van.
In that case, why didn't they stop and follow the van instead of going to the police station where that zombie trucker dude nearly crashed into them.
Crazy stuff.

by the way if you see the RE3 intro movie and stop the video in 21 seconds you'll see a police car that says "102" in the roof. that's the same car that will use leon and claire in RE2 movie intro check it out.

Honestly, just because the capcom official guide said that the police car had Leon and Claire inside, I just think it's dumb. In the intro in part 2, capcom didn't insert the police van, but in Outbreak 2, they did.
It just doesn't make sense and it's stupid how capcom tries to introduce new things to make things tie in with past titles.

may be they're trying to explain how did happen some situations in past titles as the story of marvin branagh. i agree with you with the police van in RE2. may be they insert this car in outbreak as a non-canon reference about leon and claire.

What was he supposed to do? They were covered with so many zombies there was absolutely nothing he could have done to help them. As for what he does here, well, yeah, he did wimp out, but Marvin wanted them to leave without him anyway.

It can't be Leon and Claire passing them. I'll stay true to what the intro scene RE2 had. Just because Outbreak File 2 featured what is supposed to be Leon and Claire driving passed them doesn't make me believe it's them to begin with. Maybe those were zombie cops driving haplessly?
