I'd say, have a compulsary baby sitting course in a highschool for ALL students.
I'd also recommend for the parents to limit media influence on children/teenage minds.
Have a compulsary parent weekly meeting or atleast a newsgroup(internet) where input/communication is setup.
Parents need to communicate with other parents.
