One factor you missed is that Bob Hayes was hand timed and Usain Bolt's race was using FAT (fully automated timing). To compare a hand time to FAT in the 100 and 200 you have to add .24 seconds (timers reaction time) compared to FAT, which is connected to the starters pistol.
@TeeCee6565 I am not sure that holds true for the Olympics in 1964. I think the clocks had a synchronized start and only the finish was initially hand clicked. So if I am right, and I think I am, the .24 sec addition would not apply here because the timers did not start their own watches and therefore would not have the sound delay. Even so, it is well understood that if you at a distance from the gun you should start on the smoke.

Try comparing Bob Hayes final leg of the 1964 Olympic 4x100m to Bolts leg of his Olympic 4x100. Many times people will run faster as part of a team because of the greater motivation. Calculate their avg speed, top speed and split speed. Then compare to their respective 100M races. These numbers will help give you more insight to the true capability of Bob Hayes.

Bob ran many other heats in good conditions and there are no sources indicating he ever broke into 9. I do agree however that he was extremely fast and had a few disadvantages. He would not by any stretch of the imagination blow UB away. If he would win it would be close, but it really doesn't matter we will never know and both are excellent runners.

It would be foolish to assume that given a better track and better cleats (the two main factors) that he would shave that much time off. Not saying he can't, but that would be like running a 4.40 and saying given some better conditions I would beat Chris Johnsons 4.24. It's about the same ratio.

The track and shoes I think could make a much greater difference. I didn't like the slippage on the track in high school. It always felt loose to me. Cleats would help, but then they would a bit of resistance on each step as you pulled them loose. This data should be on some academic track and field site...anyone?

Usain Bolt hasn't run anywhere remotely CLOSE to his WR in 3 years.
His season opener was a very above-average 9.91.
Tyson Gay keeps running close to his best, race after race.
9.91 is a long, long, long way from 9.58.
