If you actually tried to move the cameras, you would see that you have to wait a bit before you can actually move it. If someone else actually was moving it, you would see the camera moving. Also, you're only allowed 1 minute of moving the camera. While you are doing that, no one else can move it until it's their turn. Try actually researching before commenting on things you don't know about.
