If the Shuttle did go to the moon the only ways it could come back would be propulsive back to LEO or the use aerocapture to LEO and then reenter.
This first would take too much fuel and the second option would involve the TPS having to deal with two large heat pulses effectively two reentries without refurbishment.
Either way it would be easier to have a capsule or HL20 type vehicle.
Or just build an NTR ferry such as LANTR which can do all propulsive from LEO to the moon and back.
I think Nasa should concentrate on robotic probes and new space telescopes like the Kepler. Manned space flights are something that should be developed very slowly and safely through the centuries.
To be honest I couldn't care less when it comes to who "wins", ie who puts a man on Mars first, who goes back to the Moon first. That said, I think it's good to have a bit of friendly competition between countries. I'd love to see some major leap in human space flight in my lifetime, and I think that competition is a good way to motivate.

NASA needs to go BLEO first starting with Orion and DSH and then working towards Nautilus-X and on to Mars.
Commercial entities need to be involved as well.
Bigelow Aerospace for example could build DSH and parts of Nautilus-X.
On SLS they should let the payloads dictate the design and specs of the LV vs have congress mandate the specs.
Getting a high flight rate is more important then getting the largest payload.

NASA should be allowed to develop heavy lift slowly and let SLS evolve as payloads require more mass.
Getting SLS launching more often would be much better than getting SLS launching bigger payloads.
Big rocket is good but don't shoot for too big.
