Essentially, companies have to pay to increase their emissions. More specificly they will be paying companies that have already reduced their emissions. And therefore have carbon credit, they no longer need.

Those that increase emissions have to pay cash to do so. Those that decrease their emissions, are rewarded by being able to sell carbon credit.

So you have a reward system for cutting emissions. And punishment for increasing emissions. Without taxes, or tax incentives.

The goverment limits how much emissions any given company can have. Companies can buy or sell carbon credit. If a company wants a little more leeway, they can but some credit from a company that has less carbon emissions.

As for your question, Taxes are percentage based. If the Goverment spends money, in such a way that increases economic activity. Stoping banks from witholding buisness loans, stoping huge companies from collapsing. Tax revenue will increase/ they will prevent revenue from decreasing.

Preventing huge employee layoffs/firings, prevents a sudden influx of people needing unemployement checks. It prevents a consumer market that doesn't spend, further stifling the economy.
