If you allow business owners to discriminate on the basis of race you force an opportunity cost on them for doing so. I too probably would not vote against a bill banning businesses from discriminating against customers, though. It could conceivably lead to the creation of exclusive racist club-type businesses but then again this already exists in the form of membership only clubs where all the existing clientele are racists.

Before the civil rights act you discriminated against blacks but after it descriminated against racists.
