. It also intimidates thos ethat wish to speak freely abnd critcize his woirds or actions as council member.  The uniform indicates he is acting under color of law, and can arrest those that may insult or quarrel with the law officer. I am not surprised he uses intimidation . just listen how he tries to intimidate others during this film. and people wonder why some are afraid of cops

This officer ( and I use the term loosely) is violating the code of ethics for law enforcment by wearing his uniform while in his roll as an elected official . The wearing of a uniform while participating in ANY political activity NOT associated directly with his duties as a law officer , creates the impression that he is acting as a law officer and can direct the actions of others during that time.
